In just hours, Volkswagen workers here will give the UAW its biggest victory since Asian and European automakers began making cars here or a grave setback for the Detroit-based union’s effort to rebuild its shrinking ranks.About 1,500 Volkswagen workers began voting Wednesday in an election overseen by the National Labor Relations Board. Balloting ends tonight at 8:30 p.m. Results are likely to be reported after that.
