I don't agree with the author of this article. I can't read all of it due to a paywall anyway. If there are 13 states along with California following a higher standard, that is 1/3 of the USA roughly. My bet is that they make vehicles for the higher standard and be done with it. Better optics in front of an increasingly aware and shifting consumer market.
