France To Fine Compliant Automakers Based On An Arbitrary Emission Standard

Next year, the European Union plans to adopt aggressive new rules that would see automakers fined if their total annual vehicle sales exceed predetermined carbon limits. Obviously automakers aren’t thrilled with the new fines and higher emission mandates, but France is facing additional criticism for its decision to take things a step further.

France’s parliament has adopted a new law penalizing cars that emit carbon dioxide above a certain threshold while still adhering to EU regulations. Vehicles failing to adhere to the French rules will be subject to a 20,000 euros ($22,240) tax in 2020, nearly twice the current fine. Meanwhile, the country is mulling the possibility of culling EV incentives — an odd move, considering its aim to transition its populace to zero-emission vehicles.

I do not have time to post his complete incoherent rant. That was the most complete thought in it.

I do think Macron could be the next governor of Illinois. The state that offers a $1,750 EV incentive (at purchase) and as of January 1 will charge EV owners $1,000 annually to renew their license plate sticker.
Also, no matter the value of your trade-in, you will pay sales tax on the total price of a new car. This is beyond BS. It is estimated it will ding dealers about $1,000 per car on average.
I think Illinois and California are competing to see which gets the most of your paycheck.

Currently - Highway construction in this country is largely financed through Gasoline Taxes - and since EVs do not use such fuels - they MUST come up with a way to tax EVs for use of the roads or they will steadily lose road funding - THIS was coming all along and will have to happen anywhere they need to maintain highway systems. People who did not think it would happen are dreaming. THe people who drive ICE vehicles are not going to sit still paying for the roads - with EV people clogging them up.

A weight related Tax fails to adjust for the actual USE of the roads. Eventually - you will be taxed by the mile - which is closest to how Gas Taxes vary. In fact - I could see them doing the same with ALL cars and trucks - requiring you to have your vehicle scanned for mileage.

AS far as sales tax - the fact is - the "value" of your traded in vehicle is actually "revenue". Since dealers can and will manipulate the value of your old car - to reduce taxes - something like this is bound to happen all over the world as cars continue to get more and more expensive.

But - with sales tax and Highway taxes added - EVs become less of a solution to the problem because MOST people who cannot afford these large one time fees - will have to keep their old cars even longer than today - pushing the date of EV dominance even further into the future.

This is exactly the situation I wrote about a few days ago- it does not matter that Trump rolled back emission standards because the rest of the world is leaving us behind when it comes to better standards and car makers will engineer their cars for the world market. Gone are the days where the US gets one set of vehicles vs. the rest of the world. In order to survive car makers now have to design cars for the world market and this means meeting the stricter standards coming from the EU and China. China especially is really clamping down on emission with a heavy hammer coming in 2025. If car makers want to survive (and they do) they will ignore Trump and design for China and their nearly 2 Billion population .This means better emissions standards and less pandering to a luddite political base.

My suspicion is that France is like the UK, talking out of both sides of their mouth. In the UK after years of encouraging diesel cars they are now banned in big cities or heavily taxed...however 69% of all government owned vehicles in the UK are diesels. I'm curious what % of government cars in France fail to meet the standards imposed on the populace.

France has a right to do that if clean air is that important to them. I'm not a fan of taxes unless it is related to something that directly causes harm. I'd be willing to pay more for cocktails if it meant fewer drunk drivers.

EVs should also pay their fair share of road repairs, but it should be kept in line with the wear they do to roads. Perhaps a weight related tax would be best way to handle this across all vehicles.
