Seems to look like that bumper goes a ways under the car was well. Acts like a scoop if you decide to drive through a inland lake and risk hydroplaning on the way home from work. Force of the water > the strength of clips that hold on the bumper.

This is not the first example of this situation I have seen on the model 3. And per this article, Tesla is not covering it, as they do not consider it a defect, but general road hazard damage.
