Its an enormous pot of money that gets redistributed every so often with certain realities always in mind, 1) without Ferrari there is no F1 2) the top few teams are what bring the fans to the sport and make the big TV bucks possible, and 3) you need a dozen or more teams to give the appearance that it is actually a race amongst many (when its not). The money is a balancing act to keep Ferrai in F1, reward other top players who spend big on technology and spread enough to the also rans so they stay in F1.

The are too many side deals in F1. Ferrari got off scott free for having what was likely an illegal engine. They supposedly get $75M Euros a year for just being there and fielding cars. It was great to see Red Bull win this weekend. And even Ferrari finish in P4. Time will tell where it all goes.
