In psychology, this is called deflection. When someone cannot face the truth, they point the finger away from them. Take ownership. Black culture has a shitload of systemic problems that have been brought on by playing the victim (psychological dysfunction) when they are the ones victimizing themselves and throwing the race card (racist bigotry) and those moves are deepening the dysfunction of the culture.
