The "drive-in" format has a host of security challenges and this was how they created the appearance of "Soft Space" within the closest ring to the VIP while creating a hard perimeter around him/her/they(!!). If Biden has any more of these rallies..look closely..there will be a 'nu-car'carrier' nearby to transport these from venue to venue.
