Being correct, as the Trump administration standard is currently the law, at 1.5%, the California proposal is 3.7% which is still less than the Obama 5% annual fuel efficiency increase. If this middle ground is already ok with a number of large automakers, it may carry the day. The 5% increase can always been imposed at a later date. It will be up to the Biden administration as to which way they want to move.
