General Motors Co.’s decision not to go through with the sale of its Opel unit took even the Obama administration by surprise. In an interview with Reuters, Ron Bloom, the head of the US government’s autos task force, said that they were “completely surprised.”

Bloom said that Magna International’s bid was strongly supported by the Germany government and so they anticipated that it was going to be approved.
